The short answer

A conclusion should bring the developed argument together. Restate your position and the main support briefly. If a new reason suddenly appears only in the conclusion, either develop it earlier or leave it out. Do not reverse or strengthen your position beyond what the essay supports.

Close the same argument, at the same strength.

A useful ending connects the position to reasons the body has already explained. It can use fresh wording, but fresh wording is different from a fresh argument. Increased local spending might be worth discussing, yet it does not belong as a new reason in this conclusion unless the essay develops it.
