Finance English: what does below plan mean?
Your manager hears, “We are below plan.” Are you talking about revenue or costs? The missing noun changes how the message is understood.
Meaning in this lesson
below plan
Lower than the planned amount for the stated metric and period.
Example
“Revenue was below plan in September.”
Revenue was less than planned; this does not identify the reason.
The short answer
“Revenue was below plan” means less revenue than planned. “Costs were below plan” means lower costs than planned. Below tells you the direction, not the whole business story.
Metric + comparison + supported context.
In a fictional September report, revenue is $90,000 against a $100,000 plan, and costs are $45,000 against a $50,000 plan. Both are below plan. The first is less revenue; the second is lower costs. Lower costs might reflect efficiency, delayed work or lower activity. The figures alone do not choose a cause. Say what you know, then state what still needs explanation.
Compare the examples
September revenue was $10,000 below plan.
September costs were $5,000 below plan.
We have not yet confirmed the reason for the lower costs.
Below plan does not mean below last month. Name the comparison point. Avoid “everything improved” when you only know two figures are lower.

Common questions
A few useful details before you move on.
Are lower costs always good news?
Not necessarily. The reason and wider context matter. The phrase itself only compares costs with the plan.
Costs were below plan; the reason is still under review.
Can I call below-plan revenue a shortfall?
You can describe it as a revenue shortfall against plan. That states what is missing relative to the target, not why it happened.
