Data English: what counts as an active user?
Two reports both say active users, but one counts sign-ins and the other counts saved reports. Before comparing the totals, clarify what each label includes.
The short answer
Ask: What counts as an active user in this report? Follow with: Which action, which time window, and do we count each user ID once? Active is a report definition, not automatically registered, paying or online right now.
Define the count before comparing it.
What counts as … asks which cases qualify. In this report limits the answer to the current definition. A useful definition names the qualifying action, reporting window and unit counted. For example, a fictional report may count each user ID once if it saved at least one report during the stated UTC week. More saves by that same ID do not add more active IDs under that rule.
Compare the examples
What counts as an active user in this report?
Does signing in count, or must the user save a report?
Do we count each user ID once during the reporting week?
A unique user ID is a counting unit, not proof of a unique human. People and accounts can have different relationships. Keep the report’s actual unit in your wording.

Which action makes a user active here?

Do we count each qualifying user ID once, even if it saves several reports?
A label and a count become interpretable only after the relevant definition is clear.

Common questions
A few useful details before you move on.
Is last seven days always the same as last week?
No. A rolling seven-day window and a completed calendar week can cover different dates. Ask for dates and the time zone when it matters.
Does this mean the last seven days or the previous calendar week?
Are registered users automatically active users?
No. Registration describes an account event or status. Active depends on the report’s qualifying activity and period.
This is the registered-user total; the active-user count uses a separate definition.
Take it into your day
Action, window and counting unit make the label usable.
